Investment Committee 

The Investment Committee meets once every quarter and is responsible for formulating, implementing and monitoring the investment management policies of the Fund to achieve the objective of the Fund. The Investment Committee also assumes a supervisory and guidance role on the investment decisions made by the Manager.
 
The Investment Committee will ensure that the investment views of the Manager are reasonable and that the strategies proposed are appropriate. Specifically, the Investment Committee will be required to approve the investment strategy covering the following areas:
•  asset allocation for the Fund;
•  sector allocation for the Fund;
•  portfolio risk guidelines for the Fund;
•  broker/dealer selection; and
•  investment criteria.

Mr. Tan Kong Khoon
(non-independent/
Chairman)
  • Mr. Tan Kong Khoon holds a Bachelor of Business Administration degree from Bishop’s University, Canada and is an alumnus of the Harvard Business School Advanced Management Program. He is a Chartered Banker of the Asian Institute of Chartered Bankers. 
  • Mr. Tan was appointed as Chairman and member of the Investment Committee of Hong Leong Asset Management Bhd (“HLAM”) on 20 May 2021.  
  • Mr. Tan is the President & Chief Executive Officer of Hong Leong Financial Group Berhad (“HLFG”). He was the Group Managing Director/Chief Executive Officer of Hong Leong Bank Berhad (“HLB”) from 1 July 2013 to 4 February 2016. Prior to joining HLB, Mr Tan was the Group Executive, Consumer Banking Group of DBS Bank Ltd (“DBS”) from 1 December 2010 to 15 April 2013 where he led and managed strategy formulation and execution for consumer banking globally across the DBS Group.
  • Mr. Tan began his banking career with DBS in 1981. Since then, he has successfully built consumer banking franchises across multiple markets in Asia for Citibank, Standard Chartered Bank and ANZ Bank.
  • From March 2007 to December 2009, Mr Tan was President and Chief Executive Officer of Bank of Ayudhya, the fifth largest financial group in Thailand listed on the Thailand Stock Exchange. The group businesses included commercial and investment banking, life and non-life insurance, stock broking, asset management and consumer finance subsidiaries.
  • Mr. Tan is presently a Director of HLFG and HLB and Chairman of Hong Leong Capital Berhad, companies listed on the Main Market of Bursa Malaysia Securities Berhad. He is also a Director of Hong Leong Assurance Berhad and Hong Leong Investment Bank Berhad, both public companies. He is also the Chairman of Hong Leong Bank (Cambodia) PLC and Chief Controller on the Board of Controllers of Hong Leong Bank Vietnam Limited.
Mr. Hoo See Kheng
(non-independent)
  • Mr. Hoo See Kheng obtained a Bachelor of Commerce, majoring in Accounting and Finance from University of New South Wales Australia and a post-graduate diploma in System Analysis and Design from Japan-Singapore Institute of Software Technology. Mr Hoo is also a member of the Malaysian Institute of Accountants and a Certified Information System Auditors, United States of America. He obtained his Capital Markets Services Representative’s License from the Securities Commissions on 22 October 1998.
  • Mr. Hoo joined HLAM on 1 March 2014. He was appointed as an Executive Director of HLAM on 27 March 2014 and subsequently on 12 May 2014, appointed as Chief Executive Officer. He was also appointed as an Investment Committee member with effect from 14 April 2014.
  • Mr. Hoo has more than twenty years' experience in the financial industry; mainly in areas of asset management and unit trust.
YBhg Dato’ Abdul Majit bin Ahmad Khan
(independent)
  • YBhg Dato’ Abdul Majit bin Ahmad Khan holds a Bachelor of Economics (Honours) from the University of Malaya.
  • YBhg Dato’ Abdul Majit was appointed to the Board of Directors of HLAM on 16 May 2005. He was also appointed as an Investment Committee member on 8 April 2005.
  • YBhg Dato’ Abdul Majit was a former Malaysian Diplomat who joined the Malaysian Diplomatic and Administrative service in 1970.
  • In his 34 years of service, YBhg Dato’ Abdul Majit had served in the Prime Minister’s Department as well as several Malaysian Missions abroad and in senior positions in the Ministry of Foreign Affairs.
  • YBhg Dato’ Abdul Majit was appointed to the Board of HLAM on 16 May 2005. He was also appointed as an IC member on 8 April 2005.
  • YBhg Dato’ Abdul Majit is the Chairman of MGB Berhad and a Director of Dutaland Berhad and Zecon Berhad, companies listed on the Main Market of Bursa Malaysia Securities Berhad. 

 

The Key Personnel of the Investment Team

The investment team of the Manager comprises a number of fund managers and investment research analysts who possess the experience and expertise to undertake the investment management of the funds managed. Portfolio meetings are held on a weekly basis, where the investment team will review and assess the portfolio of the Fund.

Mr. Simon Lim Jiing Liang
(Fund Manager, Equity)
  • Mr. Simon Lim Jiing Liang holds a Bachelor of Science (Honours) in Accounting and Finance from London School of Economics. He is also a CFA Charterholder. He began his career in Singapore at KPMG as an auditor before joining Mirae Asset Global Investments in Singapore as an equity analyst. Prior to joining HLAM, he was a fund manager at UOB Asset Management in Malaysia for almost 5 years. Mr. Simon Lim obtained his Capital Markets Services Representative’s License from the SC since 23 December 2010.
  • Mr. Simon is the designated fund manager for Hong Leong Growth Fund, Hong Leong Value Fund, Hong Leong Consumer Products Sector Fund, Hong Leong Dana Makmur, Hong Leong Dividend Fund, Hong Leong Strategic Fund, Hong Leong Asia-Pacific Dividend Fund, Hong Leong SEA-5 Equity Fund, Hong Leong Hong Kong Equity Optimizer Fund, Hong Leong Balanced Fund, Hong Leong Asia Pacific Equity Fund and Hong Leong Dana Maa’rof.
Mr. Yu Junqiang
(Fund Manager, Equity)
  • Mr. Yu Junqiang is a CFA Charterholder and Association of Chartered Certified Accountants (ACCA). Mr. Yu joined HLAM in July 2014. He began his career as an equity research analyst for both local and regional markets. He has more than 10 years of experience covering the Malaysia, South East Asia, Hong Kong and China markets. Mr. Yu obtained his Capital Markets Services Representative’s License from the SC since 8 April 2016.
  • Mr. Yu is the designated fund manager for selected equity funds.
Ms. Sara Tey Suet Yin
(Fund Manager, Fixed Income)
  • Ms. Sara Tey Suet Yin holds a Bachelor of Business from University of Technology Sydney. Ms. Sara joined HLAM in September 2016 as a fund manager. Prior to joining HLAM, she was in CIMB’s treasury Fixed Income and Corporate FX Sales department. She holds the Capital Markets Services Representative’s License from the SC since 9 March 2017.
  • Ms. Sara is the designated fund manager for Hong Leong Bond Fund, Hong Leong Balanced Fund, Hong Leong Dana Maa’rof, Hong Leong Institutional Bond Fund, Hong Leong Islamic Income Management Fund, Hong Leong Regular Income Fund, Hong Leong Money Market Fund and Hong Leong Dana Al-Izdihar.
Ms Kek Pei Chin
(Fund Manager, Fixed Income)
  • Ms. Kek Pei Chin holds a degree in Bachelor of Business in Accounting from RMIT University. She joined HLAM in August 2021. Ms. Kek began her career as a credit rating analyst in RAM. She subsequently joined Citibank Berhad as a Relationship Manager for Financial Institutions under the Corporate and Investment Banking division. Ms. Kek further embarked on an entrepreneurial journey and was one of the co-founders and director of a MSC company which provides online fundamental analysis system to investors and investor relations solutions to public-listed companies on Bursa Malaysia. Prior to joining HLAM, she was the team lead for the Ringgit Fixed Income Credit Research team in RHB Asset Management and was responsible for the credit evaluation and credit risk management of the Ringgit Fixed Income portfolio. Ms. Kek holds the Capital Markets Services Representative’s license from the SC since 17 February 2022.
  • Ms. Kek is the designated fund manager for selected fixed income funds.

 

Shariah Adviser of the Funds

BIMB Securities Sdn Bhd (BIMBSEC) has been appointed as the Shariah Adviser for five of our Islamic Funds, namely Hong Leong Dana Makmur, Hong Leong Dana Maa’rof, Hong Leong Islamic Income Management Fund, Hong Leong Dana Al-Izdihar and Hong Leong Dana Al-Safa'.
 
BIMBSEC is a stockbroking subsidiary of BIMB Holdings Berhad and was incorporated on 21 February 1994.
 
The corporate mission of BIMBSEC is to be an active participant in a modern, innovative and dynamic Islamic capital market of Malaysia, catering for the needs of both Muslims and Non-Muslims investors looking for Shariah-compliant investment products and services.
 
As the Shariah Adviser, the role of BIMBSEC is to ensure that the investment operation and processes of the Funds are in compliance with Shariah requirements. The Shariah Adviser reviews the Funds’ investments on a monthly basis to ensure Shariah compliance and it also reviews the  interim and annual reports of the Funds.
 
BIMBSEC is also registered with the Securities Commission Malaysia to act as a Shariah Adviser for Shariah-compliant products and services regulated by the SC. As at 31 July 2019, BIMBSEC is a Shariah Adviser to 86 unit trust funds. 
 

The profile of the designated Shariah person is as follows:

Ir. Dr. Muhamad Fuad bin Abdullah
  • Ir. Dr. Muhamad Fuad bin Abdullah (“Dr. Muhamad Fuad”), the designated person in-charge of all Shariah matters in BIMBSEC is also appointed to the Shariah Advisory Committee of BIMBSEC effective 1st June 2011.
  • He graduated with a Bachelor of Science Degree in Electrical Engineering in 1977 and a Master of Philosophy Degree in Electrical Engineering in 1982, both from the University of Southampton, England. He also obtained a Bachelor of Arts (Jayyid) Degree in Shariah from the University of Jordan in 1994 and a Doctor of Philosophy in Muslim Civilization from the University of Aberdeen, Scotland in 1996.
  • Currently, he sits on the Shariah Committees of Public Islamic Bank Berhad and AIA-Public Takaful Berhad. He is a registered Shariah Adviser (2019-2022) with the SC.
  • He sits on the boards of Gagasan Nadi Cergas Berhad, Mesiniaga Berhad, PNB Commercial Sdn Bhd, Universiti Tun Abd Razak Sdn Bhd and Universiti Sains Islam Malaysia (USIM).
  • Dr. Muhamad Fuad is a recipient of the National Book Award 2015 for his book published by IKIM entitled "The influence of Islam Upon Classical Arabic Scientific Writings: An examination of the Extent of Their Reference to Quran, Hadith and Related Texts”.
Nurussaádah binti Nasarudin
  • Nurussaádah binti Nasarudin (“Nurussaádah”), joined BIMBSEC in June 2015. She is the Designated Shariah Officer responsible for the Shariah advisory services offered by the Company.
  • Nurussaádah graduated with a Bachelor of Shariah majoring in Islamic Banking and Economics from the University of Yarmouk, Jordan.
  • Currently, she is responsible in providing Shariah inputs on the advisory, consultancy and research functions with regards to Islamic capital market and Islamic collective investment schemes, including but not limited to, conducting surveillance on the non-financial institution activities.
  • She is experienced in product development and review for Islamic capital market products specifically on Islamic stockbroking services.
 
 
 

External Fund Manager

Hong Leong Islamic Asset Management Sdn. Bhd. (“HLISAM”)
 
HLISAM, which is the external fund manager for Hong Leong Dana Makmur, Hong Leong Dana Maa’rof, Hong Leong Islamic Income Management Fund, Hong Leong Dana Al-Izdihar and Hong Leong Dana Al-Safa’ was incorporated in Malaysia under the Companies Act 1965 on 29 May 1985 under the name of Hong Leong Fund Management Sdn Bhd (“HLFM”) and licensed by the Securities Commission Malaysia (“the SC”) for the regulated activity of conventional fund management. Pursuant to an acquisition exercise within the Hong Leong Group on 28 June 2019, HLISAM became a wholly owned subsidiary of the Manager. In November 2019, HLISAM was issued with an Islamic fund management license by the SC to undertake the regulated activity of Islamic fund management.

As a member of Hong Leong Group, HLISAM has the advantage of leveraging on the Group’s diversified businesses in banking and financial services, manufacturing and distribution, property development and investments, hospitality and leisure, and principal investments with presence in North and Southeast Asia, Western Europe and the UK, North America and Oceania.

Through a disciplined and systematic investment process, HLISAM aims to identify and invest in companies with sustainable competitiveness that seeks to deliver consistent portfolio performance and generate superior value for the investors.
 
Sumitomo Mitsui DS Asset Management (Hong Kong) Limited [SMDAMHK]
 
SMDAMHK, which is the external fund manager for Hong Leong Asia Pacific Equity Fund, is a Hong Kong-based wholly owned subsidiary of Sumitomo Mitsui DS Asset Management Company, Limited (SMDAM), with assets under management of approximately USD157 billion as of 31 March 2019. It is owned by major financial institutions of the Sumitomo and Mitsui groups and Daiwa Securities in Japan. SMDAMHK has an experienced investment team which consists of personnel located in Tokyo, Shanghai and Hong Kong to cover Asia Pacific regions. In fulfilling its responsibility, SMDAMHK undertakes among others, the implementation of appropriate investment process and strategies to achieve the Fund’s objective as well as providing sales, marketing and customer experience support to HLAM.
